CORFF GWARCHOD IECHYD YN YMATEB I’R ADRODDIAD DIWEDDARAF AR WASANAETHAU FASGWLAIDD YNG NGOGLEDD CYMRU

Mae corff gwarchod gwasanaethau iechyd annibynnol Gogledd Cymru – Cyngor Iechyd Cymuned Gogledd Cymru (CICGC) wedi gwneud sylwadau ar gyhoeddiad diweddar yr adroddiad diweddaraf ar wasanaethau fasgwlaidd y rhanbarth.

Yn dilyn cyhoeddi Adroddiad Panel Adolygu Ansawdd Fasgwlaidd Bwrdd Iechyd Prifysgol Betsi Cadwaladr (BIPBC) yr wythnos hon – a baratowyd mewn ymateb i argymhellion a gyflwynwyd y llynedd gan yr Adolygiad a Wahoddwyd ar Wasanaethau Fasgwlaidd yng Ngogledd Cymru gan Goleg Brenhinol y Llawfeddygon (RCS) – cydnabu CICGC ganfyddiadau’r adroddiad ond dywedodd fod gwaith i’w wneud o hyd gan y Bwrdd Iechyd er gwaethaf y gwelliannau a wnaed.

Meddai Mr Geoff Ryall-Harvey, Prif Swyddog CICGC, ‘Estynnwn ein cydymdeimlad i’r holl gleifion a theuluoedd a effeithiwyd arnynt, ac rydym yn falch bod eu profiadau wedi cael eu cydnabod fel rhan hollbwysig o’r adolygiad diweddaraf hwn.’

‘Croesawn yr adroddiad hwn ac rydym wedi ymgyrchu am flynyddoedd lawer am fwy o dryloywder ac i wersi gael eu dysgu yn dilyn y pryderon ynghylch diogelwch cleifion a godwyd yn gyntaf gan CICGC yng Ngwanwyn 2020, yn dilyn ein hymarfer ymgysylltu Hafan Ddiogel gyda’r cyhoedd a chleifion. Mae canfyddiadau’r adroddiad hwn yn cyd-fynd â’r pwysau a roddodd CICGC i gael ymchwiliadau pellach i agweddau ar Wasanaethau Fasgwlaidd BIPBC.’

‘Cydnabyddwn y sicrwydd diweddaraf a roddwyd gan y Bwrdd Iechyd ac mae’n dda gennym ddysgu bod cynnydd wedi’i wneud mewn meysydd sy’n cwmpasu’r gwasanaethau lu y mae BIPBC yn eu darparu. Mae CICGC wedi gofyn o’r blaen i Arolygiaeth Gofal Iechyd Cymru (AGIC) a’r Cyngor Meddygol Cyffredinol (GMC) edrych i mewn i’r materion hyn fel mater o frys. Arhoswn yn eiddgar am yr adroddiad gan Arolygiaeth Gofal Iechyd Cymru (AGIC) maes o law, fodd bynnag credwn fod cynnydd mewn rhai meysydd wedi bod yn araf ac rydym yn parhau i fod yn bryderus bod rhai gwasanaethau, fel gofal i’r coesau ar gyfer cleifion â diabetes, yn anghyson ar draws Ogledd Cymru ac mae angen eu datblygu ymhellach.’

Aeth Mr Ryall-Harvey ymlaen i ddweud, ‘Credwn y bydd cynnydd dangosadwy ac effeithiol yn hybu hyder cleifion ac rydym yn parhau i fod yn obeithiol y bydd Llywodraeth Cymru’n darparu’r holl gymorth angenrheidiol i’r Bwrdd Iechyd.’

Ysgrifennodd CICGC at y Gweinidog Iechyd ym mis Mai 2021 i fynegi ei bryderon ynghylch y cynnydd siomedig o araf gyda Gwasanaethau Fasgwlaidd BIPBC. Yn y llythyr hwnnw, gofynnodd CICGC am oruchwyliaeth bersonol y Gweinidog ar naw argymhelliad brys i fynd i’r afael â risgiau i ddiogelwch cleifion a gyflwynwyd yn adroddiad yr RCS, er mwyn sicrhau cynnydd a diogelu cleifion agored i niwed a oedd yn defnyddio’r gwasanaeth.

Meddai Jackie Allen, Cadeirydd CICGC, ‘Dymuna CICGC weld gweithredu’n parhau ar holl argymhellion yr RCS, a hynny’n gyflym. Rydym yn dal i glywed gan bobl sydd wedi cael profiadau cymysg o Wasanaethau Fasgwlaidd yng Ngogledd Cymru. Byddwn yn parhau i’w cefnogi a sicrhau bod eu lleisiau’n cael eu clywed a bod BIPBC yn gwrando arnynt wrth ddatblygu ei wasanaethau a rhoi’r argymhellion a wnaed ar waith. HEALTH WATCHDOG REACTS TO LATEST REPORT ON NORTH WALES VASCULAR SERVICES

The independent health services watchdog for North Wales – the North Wales Community Health Council (NWCHC) has commented on the recent publication of the latest report into the region’s vascular services.

Following this week’s release of the Betsi Cadwaladr University Health Board’s (BCHUB) Vascular Quality Review Panel Report – prepared in response to recommendations set out last year by the Royal College of Surgeons (RCS) Invited Review of Vascular Services in North Wales - NWCHC acknowledged the findings of the report but said that despite the improvements made, there is still work to do for the Health Board.

Mr Geoff Ryall-Harvey, Chief Officer for NWCHC said ‘Our sympathy for all the patients and families affected is given and we are pleased that their experiences have been recognised as a vital part of this latest review.’

‘We welcome this report and have campaigned for many years for greater openness and lessons to be learnt following the concerns about patient safety first raised by the NWCHC in Spring 2020 following our Safe Space public and patient engagement exercise. The findings of this report are in line with the pressure NWCHC placed to have further investigations into aspects of BCUHB Vascular Services.’

‘We acknowledge the recent assurances given by the Health Board and are pleased to learn that progress has been made in areas spanning the many services provided by BCUHB. NWCHC has previously asked Health Inspectorate Wales (HIW) and the General Medical Council (GMC) to look into these issues as a matter of urgency. We eagerly await the forthcoming report from Health Inspectorate Wales (HIW) however we believe that progress in some areas has been slow, and we remain concerned that some services such as lower limb diabetes care are inconsistent across North Wales and require further development’.

Mr Ryall-Harvey went on to say, ‘We believe that demonstrable and effective progress will improve patient confidence and we remain hopeful that Welsh Government will provide all necessary assistance to the Health Board.’

NWCHC wrote to the Health Minister in May 2021 expressing its concerns about the disappointingly slow progress of BCUHB Vascular Services. In that letter the NWCHC requested the Minister’s personal oversight of nine urgent recommendations to address patient safety risks set out in the RCS report, in order to ensure progress and to safeguard vulnerable patients using the service.

Jackie Allen, NWCHC Chair stated ‘The NWCHC wishes to see continued action on all of the RCS recommendations at pace. We are still hearing from people who have mixed experiences of Vascular Services in North Wales. We will continue to support them and ensure that their voices are heard and listened to by BCUHB in developing its services and implementing recommendations made.
