Ar 6 Rhagfyr 2022 lansiodd Llywodraeth Cymru y Pontio Teg tuag at Sero Net Cymru: Cais am Dystiolaeth a byddem yn gwerthfawrogi eich mewnbwn yn fawr.
Pwrpas y Cais yw gwella ein dealltwriaeth o effeithiau a chyfleoedd y cyfnod pontio, fel y gallwn ni geisio sicrhau ei fod yn cael ei wneud mewn modd teg. Bydd y Cais am Dystiolaeth yn llywio’r gwaith o ddatblygu llwybr datgarboneiddio Cymru i fod yn sero net erbyn 2050. Mae hefyd yn gam tuag at ddatblygu Fframwaith Pontio Teg i Gymru arfaethedig a fydd yn cael ei gyhoeddi yn 2023.
Mae cyfnodau pontio economaidd blaenorol wedi cael effaith niweidiol ar bobl Cymru, ond nid oes angen i’r pontio i Gymru lanach, wyrddach a thecach fod mor niweidiol. Wrth i gyflymder a graddfa’r camau gweithredu ar yr hinsawdd gynyddu, mae’n hanfodol ein bod yn mynd i’r afael â’r risgiau sydd ynghlwm wrth gyfnod pontio ‘digynllun’ tuag at sero net. Mae angen i ni sicrhau cyfnod pontio teg a fydd yn cyfoethogi llesiant Cymru ac yn cyfrannu at ffyniant byd-eang a chynaliadwyedd hirdymor, heb wneud yr anghydraddoldebau sy’n bodoli eisoes yn waeth a gobeithio, eu lleihau. Mae cyfleoedd pwysig y gallwn ni fanteisio arnynt o’r broses hon, ond mae hefyd heriau a gwendidau. Felly, er mwyn sicrhau cyfnod pontio teg, mae angen i ni gydnabod y bydd yr effeithiau a’r cyfleoedd yn digwydd i wahanol grwpiau o’r gymdeithas, ar wahanol adegau a gwahanol fannau ar hyd a lled Cymru. Dyma pam rydyn ni’n datblygu’r Fframwaith Pontio Teg - er mwyn cyflawni gweledigaeth sy’n deg ac yn gynhwysol, sy’n cael ei gyrru gan ‘lesiant’ gwell i gymdeithas, ac sy’n dilyn yr egwyddor o ‘beidio â gadael unrhyw un ar ôl’.
Byddem yn croesawu tystiolaeth sy’n ymwneud ag unrhyw un o’r cwestiynau yn fawr, ond rydym ni wedi amlygu’r cwestiynau isod oherwydd gallent fod yn arbennig o berthnasol o safbwynt cydraddoldeb ac mewn perthynas â mudiadau gwirfoddol yn benodol:
- Cwestiwn 1. A oes gennych unrhyw dystiolaeth i ddangos sut mae Deddf Llesiant Cenedlaethau’r Dyfodol (Cymru) 2015 wedi cael ei defnyddio, neu sut y gellir ei defnyddio, i lywio cyfnod pontio teg?
- Cwestiwn 2. Pa enghreifftiau sydd gennych chi o brosesau penderfynu neu egwyddorion arweiniol y gellid eu defnyddio ar draws y sector cyhoeddus, y sector preifat a’r trydydd sector i gynllunio ar gyfer cyfnod pontio teg a sicrhau cyfnod pontio teg?
- Cwestiwn 4. Pa dystiolaeth sydd gennych chi o’r prif effeithiau a chyfleoedd sy’n gysylltiedig â chyflawni nod Cymru o bontio tuag at Sero Net? Cyflwynwch dystiolaeth (neu nodwch fylchau mewn tystiolaeth) ar gyfer y tymor byr (2022 i 2025), y tymor canolig (2026 i 2035) a’r hirdymor (2036 i 2050).
- Cwestiwn 8. Pa dystiolaeth sydd gennych chi o effeithiau’r cyfnod pontio ar gydraddoldeb? Ble mae gwahaniaeth eisoes yn bodoli y gellid mynd i’r afael ag ef drwy’r cyfnod pontio? Beth yw’r risgiau sydd angen eu rheoli?
- Cwestiwn 9. Pa dystiolaeth sydd gennych chi o bwy y mae’r pontio yn debygol o effeithio arnynt fwyaf?
- Cwestiwn 12. Pa dystiolaeth sydd gennych chi i ddangos rôl cyllid a/neu seilwaith cymdeithasol o ran hwyluso neu gyflawni cyfnod pontio teg?
- Cwestiwn 16. Pa dystiolaeth sydd gennych chi i ddangos bod pobl, cymunedau a mudiadau yn cael eu cynnwys yn effeithiol er mwyn iddynt allu cymryd rhan yn y gwaith o ddatblygu a gweithredu cyfnod pontio teg? Gan gynnwys galluogi cyfranogiad sy’n cynrychioli safbwyntiau cymunedau amrywiol yng Nghymru yn llawn ac, yn benodol, y rheini â nodweddion gwarchodedig?
Mae’r Cais ar agor tan 15 Mawrth 2023 a hoffem pe bai mudiadau perthnasol â thystiolaeth, e.e. mudiadau’r trydydd sector, y byd academaidd, mudiadau’r sector cyhoeddus, busnesau, undebau llafur ac ati yn ymateb i’r Cais. Byddem felly’n ddiolchgar iawn pe baech chi’n gallu darparu unrhyw dystiolaeth sydd gennych chi ac anfon y ddolen at eich rhwydweithiau mewnol ac allanol.

On 6 December 2022 Welsh Government launched the Just Transition to Net Zero Wales: Call for Evidence. and we’d really value your input.
The Purpose of the Call is to improve our understanding around the impacts and opportunities of the transition, so we can try and ensure it is undertaken in a fair way. The Call for Evidence will inform the development of Wales’s decarbonisation pathway to net zero by 2050. It also provides an initial step towards developing a proposed Just Transition Framework for Wales to be published in 2023.
Previous economic transitions have had damaging impacts upon the people of Wales, however, the transition to a cleaner, greener, and fairer Wales does not have to be as damaging. As the speed and scale of climate action increases, it is vital that we address the risks posed by an unplanned transition towards net zero. We need to ensure a fair transition that advances Wales’ wellbeing and contributes to global prosperity and long-term sustainability, without exacerbating existing inequalities and hopefully reducing them. There are significant opportunities that may be grasped from this process, however, there are also challenges and vulnerabilities. Therefore, to ensure a just transition we need to recognise that the impacts and opportunities will happen on different groups of society, at different times and different places across Wales. This is why we are developing the Just Transition Framework to achieve a vision which is fair, inclusive, driven by improved ‘wellbeing’ for society, and the guiding principle of ‘leave no-one behind’.
Evidence relating to any of the questions would be very welcome, but I’ve highlighted the questions below as they may be of particular relevance from an equalities perspective and for voluntary organisations specifically:
- Question 1 Do you have any evidence to show how the Well-being of Future Generations (Wales) Act 2015 (WFG) has, or could be, used to inform a just transition?
- Question 2 - What examples do you have of decision-making processes or guiding principles that could be used across public, private and third sectors to plan for and ensure a just transition?
- Question 4 - What evidence do you have on the main impacts and opportunities associated with meeting Wales’ transition to net zero? Please provide evidence (or identify evidence gaps) for the short (2022 to 2025), medium (2026 to 2035) and long term (2036 to 2050).
- Question 8 - What evidence do you have on the equality impacts of the transition? Where is there existing disparity which could be addressed via transition? What are the risks which need to be managed?
- Question 9 - What evidence do you have on who is likely to be most affected by the transition?
- Question 12 - What evidence do you have that demonstrates the role of finance and/ or social infrastructure in facilitating or delivering a just transition?
- Question 16 - What evidence do you have to show effective involvement of people, communities and organisations to enable their participation in developing and implementing a just transition? Including, enabling participation that fully represents the perspectives of diverse communities in Wales and specifically those with protected characteristics?
The Call is open until 15 March 2023 and we would like relevant organisations with evidence e.g. third sector organisations, academia, public sector organisations, businesses, and trade unions etc to respond to the Call, so would be very grateful if you could provide any evidence that you have and forward the link to your internal and external networks.
